Croke Park Savings and Household Charge Collection Rates

An additional €250,000 is being allocated by Limerick City Council for Housing Maintenance and Disabled Persons Grants arising from savings delivered under the Croke Park Agreement and higher than expected collection rates of the Household Charge.


The savings achieved by Limerick City Council are mainly in the area of payroll and this is largely due to the programme of non-replacement of staff as set out in the Croke Park Agreement.  This programme of non-replacement of staff is only made possible through the continued co-operation of existing staff, the continued introduction of more efficient service delivery and the re-prioritisation of resources within the Local Authority.

Additional Allocation:

The additional allocations have been made due to concerns expressed by the members of Limerick City Council over the last number of months re the funding of Housing Maintenance and HAG/MAG, and HAOP grants (previously known as Disabled Person's Grants).  A total of €200,000 in the area of Housing Maintenance will go towards the commencement of a gas boiler maintenance/replacement programme with a further €50,000 being provided for the Disabled Persons Grants Scheme which is funded 20% by local authorities and the balance (80%) by Department of Environment, Community and Local Government.

Household Charge:

Figures released by the national Household Charge Bureau show the Limerick City Council Household Charge collection percentage is in excess of 66%, detailing two-thirds of all of those liable for the Household charge in Limerick City have paid.  Limerick City Council has also reached the compliance rate set out by the Department of Environment, Community and Local Government, which means there will be no further reduction of the Local Government Fund for the fourth quarter of 2012. Limerick City Council wishes to express its gratitude to the public who have paid the Household Charge.

The additional spending in Housing Maintenance and Disabled Person Grants is being announced despite there being a reduction in funding of €203,000 in central Government fund due to a minority of Householders not having paid their Household Charge in the Limerick City area.

The Household Charge funds essential local services provided by local authorities and it is essential that all Households that are liable for the charge pay it.  The monies collected are critical to fund local services like public parks; libraries, open spaces and leisure amenities, planning and development, fire and emergency services, maintenance and cleaning of streets and street lighting – all facilities that benefit everyone in the community.

Those that have not paid are now in the minority and every effort will be made to follow up on these outstanding charges, with data sharing continuing across the agencies listed in the legislation: Non Principal Private Residence (NPPR), the Private Residential Tenancies Board (PTRB), Property Registration Authority (PRA), Revenue Commissioners, the Department of Social Protection and ESB Networks.

The Household charge is currently set at €127 for October, and will increase each month subsequent with penalties and interest being applied.
